I dont think you can if you did not "buy" xcode at the time, just like
you cannot "buy" 10.8 now.

Its possible you can get them from developer.apple.com, but I would not
count on it.

It does appear that if you have a developer account (even a free one?)
you can login on that page (bottom left, "Additional Tools") and get
older versions.

I can access XCode 2.3, but I have a paid account *and* I had a paid
account in 2006, so YMMV. OTOH, I can also access XCode Tools 1.0, and I
did not have a developer account in 2003.
