Yes and no. There's no included app as such.

There's a few apps around such as Daisy Disk or GrandPerspective that
can help you find big files, but you can just as easily use the
Finder's in-built Find option to find files by size.

There's also a couple of apps such as AppZapper that (supposedly)
delete an unwanted app and all its extra files. Realistically you can
just drag an unwanted app to the Trash and empty it, and that will get
rid of almost the entire thing. Anything still left behind is usually
just small files like preferences, etc.

There's also apps such as Onyx that allow you to do things like run the
Daily / Weekly / Monthly clean-up routines whenever you want as well as
clean out caches, etc.
