Just had a look at my copy, has been kicking around since...whenever, 
doesn't matter. Anyway. Seems to sort-of support dead-key accents,

Probably easier to work out what the program/driver actually *does* 
and write something new. ;-)

I can see why Jim shuddered, it is.......uh....."quirky" (and no 
messing!).

The licence says it can be distributed for RISC OS users, but not 
sold, so I've put a copy at:

Just gave it a trial run. Wouldn't assemble (<giggle>), moans about 
multiply defined symbols or something. Can't be assed working it out, 
might be better looking at what is going on and seeing how it relates 
to the ROOL version, rather than hacking about with something that 
predates ARM multitasking.

Oh, and given it offers to build a module for Arthur, don't even 
contemplate asking if it is 32bit safe!

The top row of keys could be used for at least 10 of the 18 new
letters required.  After all, we already have the numeric keypad
(underused, for Shift-Ctrl-Alt don't do anything).

Keyboard considerations aside, I used to think that phonetic spelling 
for English would be a good thing.  In my teens the Shaw Alphabet came 
out (GB Shaws will gave a prize; among other things it abolished the 
pesky apostrophe).  I learned the alphabet, a rather elegant 
adaptation of Pitman, and still use it for shorthand.  But I'm no 
longer convinced by the utilitarian arguments for phonetic spelling: 
we would lose sight of the roots of our English words in so many other 
languages and cultures, a far richer heritage than any other language
on Earth (though I admit ignorance about Chinese).

I would start by looking at already existing keyboards; for example, the Icelandic keyboard has eth, thorn, and ash. There may not be one with everything you want, but it's worth checking out. And if you do do some key mapping, it will at least save you some steps.

Though it may give you only 12-ish, Isn't this one reason why more apps
should support user-defined function keys as well as their own
multifarious use of same?

I have /for years/ had 
Key 9 |U
in an Obey file in ADFS::harddisc4.$.!BOOT.Choices.Boot.Tasks

This enables a single keypress to delete a line in some 'real' RISC OS
(style-guide compliant?) apps, instead of the stretch which is required
with the left hand - when the right is bemoused.

Unfortunately, many (incomplete?!) applications appear to ignore
User-Defined Function Keys.  :-(

There was even one macro inserter which used to link to the function key
definitions. I forget which. At least that gave you a means to define
them in the desktop, rather than at 'tinkering' level. There could be
something like that in configure to insert whatever system-wide phonemes
you want. 

System wide recognition of good, old UDFKs would go a long way to provide
some users with the extra keypresses they desire. Once the key definition
contains or generates the character definition you want, then it's just a
matter of ensuring that developers include support in some way and allow
extended spell-checkers with user dictionaries.

Broughton (Brawton or, for non-Scots, Broarton) and Woughton (Woofton).

Try getting those locals spelling their home villages phonetically without
getting a pitchfork up you!

Reminds me of many years ago in Leicester being asked by a Texan couple
"can you direct us to Loogaborooga". It took me some minutes to work out
that the answer was "go north on the A6".

My personal favourite is a group or villages on the Welsh
border. IIRC, one in Shropshire and two in Radnorshire.

Reminds of a few years ago when I was in Leicester and I was asking
directions.

"Go down this street to the junction and go along Beaver street". I
arrived at the junction and looked around. I could not see it and asked
again. I was then directed down Belvoir Street

I've heard a brit say "Lie-chester" so we don't have to blame yanks from
Arkansas. They have their own problems where 50% can't say 'warrior' or
any other word with two adjacent vowels.

Bicester is another local favourite ("Bista").
