Can't remember if it was the S.S.Canberra or one of the cable layers. Yes, but that is with the UK keyboard driver. You can easily switch to
Norwegian via
*keyboard Norway
which gives you all these characters on easily accessible keys, and
back to UK via
*keyboard UK
If you put these commands in obey files and pin them to the desktop
you can switch between keyboard layouts easily.
The above will not work on all versions of RISC OS, but only on those
that have a multi-language InternationalKeyboardHandler. RISC OS 5
does, maybe earlier versions, too.

Or AddTinyDir them to the icon bar so they are always easily available.
The only slight issue is that the keys on the keyboard don't change to
reflect the change in layout :) You have to remember the layout. This is
problematic with Norwegian keyboards for a number of reasons. The
brackets are shifted one key to the left for instance and the slash keys
and the <> keys are in completely different places compared to US or UK
keyboards. Not helpful when trying to type html tags, file paths or URLs
in a hurry.
I do use a similar approach with Xubuntu. I have the UK and Norwegian
keyboard layouts defined and can switch between the two easily. I put a
PNG of the Norwegian layout on the desktop that I use for reference when
I am being a bit forgetful. It isn't ideal but a lot better than the
alternatives available under this flavour of linux.

If it is a regular thing, would it not be worth having a printout of a
Norwegian keyboard?

Not very useful when you are sitting in a train/bus with a netbook on
your lap. As I mentioned in another post, I have a png of the Norwegian
layout on the desktop of my netbook. I have configured Xubuntu with
three virtual desktop. I make sure that one of them is always empty of
windows and programs. So it displays the backdrop image of the keyboard
layout. All I need to do is switch momentarily to that desktop to check
the keyboard layout.

At least RISC OS comes with a standard keyboard driver that
permits comparatively easy production of French and German
characters.
My Windows 7 netbook came with nothing so up to date.
I had to find and download a keyboard driver creator program
from Microsoft, then create a usable keyboard driver.
And of course, it has to use Alt Gr rather than Alt, and I
had to choose from the Microsoft designated keys when
creating the driver.
So I have RISC OS: for ü: Alt+; then u
Windows: for ü: Alt-Gr+" then u perhps more
intuitive, but uses my hands completely the opposite way
around.

That would be a huge surprise. A standard Windows 7 system comes with
keyboard drivers for pretty much all the languages of the world and
you can switch between them conveniently using an icon in the system
tray. You need to enable that feature though. It allows you to choose
which languages you want on your keyboard driver menu. Far more
advanced than keyboard driver support in RISC OS, which is not a
surprise because RISC OS is mostly used by English-speaking users.

There was German German, Swiss German, Austrian German, even Belgian German. English English, US English. But nothing in English that allowed me to type ü or é by any means other than ALT+ASCII code.
