It's been wired incorrectly. Radios have two power feeds - one permanently
live for the memory etc - and one switched via the accessory feed from the
ignition switch. It sounds like yours had both feeds from the ignition
circuit.
Nothing unusual there - most garages haven't a clue about electrics. Even
more so with electronics. Rather a problem given how prevalent they are on
modern cars.
