The content is the same. n3291 is a formatted as an internal working draft. It has revision marking to show what has changed since the previous version, n3242. See page 80 [basic.align] for an example. To those following the progress of the standard, that makes it much easier to follow. n3290 is the formal ISO final draft international standard (or FDIS) aimed at national bodies and so on. It has a formal ISO title page with a standard rubric explaining what it is. It doesn't have any indication as to what has changed since the previous working draft.
