On the slightly off chance you still want to know:

With the text insertion cursor somewhere inside a cell of the table, 
right click and pick "table properties".

In the window that will appear, pick the "borders" tab.

Here you can pick line thickness/color (although usually 'thin' and 
'black' are defaults.  In the upper left, under "Line Arrangement" (at 
least that is what is says for my LibreOffice version) there are 
several small icons under "default".  On mine, the fourth button from 
the left, if hovered over, says "Set Outer Border and All Inner Lines".  
Clicking that (and then pressing "ok") will set the table to have "all 
the lines" printed.
