One can tell that someone is speaking AmE or BrE by this musicality, even if one can't distinguish the words. Language or dialect? Some say a language is a dialect with an army and a navy. This makes BrE and AmE separate languages. More often it's a political thing. Does one want to emphasise commonality or difference? To Nationalists, Scots is a language. To me, it's a dialect. "Wee, sleekit, cowrin, tim'rous beastie, O, what a panic's in thy breastie! ..." Burns. "The sweat wis lashing oafay Sick Boy; he wis trembling ..." - Welsh. Aye, that's English, right enough.
