One can tell that someone is speaking AmE or BrE by this musicality, even if one can't distinguish the words. Language or dialect? Some say a language is a dialect with an army and a navy. This makes BrE and AmE separate languages. More often it's a political thing. Does one want to emphasise commonality or difference? To Nationalists, Scots is a language. To me, it's a dialect.
