Tumbleweed is upstream, similar to Fedora although the comparison isn't exact. Other than a WSL instance my last OpneSUSE was 13.2. I did not go to Leap since at the time most people recommended a reinstall rather than trying to upgrade since the entire development process changed with Leap 42.1.
