Sure, the vans do exist. Spain has/had them. Some people have seen them. 
Me? No. They must be rare and only taken out for serious stuff.

During Franco times there were rumours about them, specially within the 
CB people.

I asked ChatGPT, spewed a long text. Says they do exist, but the rumours 
are exaggerated. Then this paragraph raised my attention:

I think that CB still exists, but it is FM now (that's the law). And 
people that before used the CB to chat now use internet instead.
