So the actual claim is that 90% of the power is wasted. Add the
specifier "as heat" implies (to me) that the other 10% is converted
into something other than heat.
100% of the power in a data center turns into heat.
The question ultimiately is how much of that energy consumption could
be avoided while accomplishing the descired task.
