I think there used to be a disable button, yes. In fact, my HTC 10 does
have a disable button for most apps while my Nexus 7 has it for
preinstalled apps only. Both running Android 6 Marshmallow.

Looks like by default in Android 6 only preinstalled apps can be
disabled, user installed apps can only be uninstalled. And apparently
phone manufacturers can and do tweak this and root users have options as
well.
