When you enter some web pages there is a popup or whatever that 
"subscribes" you to updates from the page (they ask for permission). I 
don't remember how they work exactly, I read about the method once and 
decided I would always say "no" to them. So I do.

You may have one of those active.

And yes, having a tab open from some webpages can put up notifications. 
I never keep open a webpage in the phone for long. Just close their tabs.
