Here in Australia, we have part of it - manufacturers and importers have 
to ensure spare parts are available for purchase, or risk being sued by 
customers.

There's no right to documentation that indicates how to determine what's 
broken, though.

And the minimum replaceable part is often annoyingly large, and priced 
accordingly. For example, all my washing pump motor needed was new 
bearings (and they were easily replaceable), but I had to buy an entire 
new pump. A substantial amount of copper wire, iron and steel needlessly 
went to the tip.
