Looks like it might be this scheme:

https://en.wikipedia.org/wiki/DEC_Radix-50

36-bit word for a 6-char filename, but there was also a 16-bit
variant. I do like that filename scheme you describe, though it would
tend to produce names that would suit virulent diseases.
