If this is the case, try encapsulating your lock, and recording the 
timing of each lock and unlock.  Print out any thread that holds the 
lock for a long time (> 500 ms?).  This might clue you in to where some 
threads are being starved.

Also note the "fair" constructor for ReentrantLock:
