Constraints:

1) Need hardware which supports parallel processing.
2) Parallel processing hardware and software API must be
standardized across multiple, different hardware platforms.

Without #1, you don't have parallel processing.
Without #2, you won't have a standardized method.

These problems plagued early languages for parallel processing.
