Yes, Google has introduced the native activity only in 2.3, so if you 
install it on 2.2, it will not find the native activity class, and therefore 
not run.  Some things like OpenMAX AL for videos don't work before 4.0.  In 
general, the leap between Android 2.3 and 4.0 is quite big.  ICS is a lot 
more fun, even on the same device.

AFAIK there's a CyanogenMod for your Toshiba AC100, giving you ICS on it, 
but it's an unofficial port, and there might be some issues.
