Perhaps, but comp.std.c has no official status with the ISO C
committee. I don't know if any of its members even read it.
Personally, I'm no longer picky about the division between
comp.lang.c and comp.std.c.

Besides being more faithful to the respective charters, it's better to steer discussions of changes or additions to the C standard to comp.std.c for several reasons, the most important of which are one, the quality of the discussion is likely to be higher, and two, the quantity of irrelevant noise is likely to be lower (and that helps comp.lang.c as well as comp.std.c).

Someone reading your post (more than 8 months ago) might easily
have inferred that comp.std.c has some official standing with
the ISO C committee. I agree that comp.std.c is probably a more
appropriate place to post suggestions for changes to the standard.

This does not strike me as worth the effort as a control block. There
are always vast numbers of ways to make different kinds of control
blocks in a language - the trick is to pick enough to be able to write
code conveniently, and not so many that it is hard to learn the language
and understand the code.
Modern languages often have some kind of try/except structure, which is
what this looks like. But I don't think that is a good idea to try to
bolt onto a C compiler as an extension - it would give little benefit
and a lot of incompatibility. It is best done as a more fundamental
part of a language design. Without integration in the library, all you
have is syntactic sugar for a "goto" without even saving much typing.
Now, if you were to invent a do / undo control block, where the "undo"
statement not merely exits the control block but undoes the effect of
everything done so far inside the block, /then/ you would have something
new and exciting!

There should be a way to have multiple quits and way to selsct different
"else" blocks depending on which quit was executed.
But a new language feature is not necessary:

I have come to the conclusion that lots of advanced and very
speficic control-flow structures are being invented to avoid
using `goto' -- a simple and generic solution, with the
additoinal bonus of keeping the semantically linear code
actually flat.
Your proposal is not bad: it is keeping the main code flat
and saves extracting the `do' part into a separate function
(to take advantage of `return`). The `else' keyword seems
misleading, because it is not strictly alternative to the
`do' part. Is it your purpose to re-use C's existing
keywords? If not, then consider `fail` instead of `quit`
and `onfail` instead of `else`. Also, `do' may be renamed
`failable', indicating a block with controlled failure.
P.S.: I am eternally unhappy with the control-flow mechanisms
in existing programming languages.

The problem with goto is define a name and to find this name
on the source code. Is it up or down?
"break" "continue" fixes the problem of defining a name and
restrict our search to "closest" iteration loop, we search
up.
"quit" here is similar of "break" and "continue".

I realized a problem with this keyword selection "do { }else {}".
The problem is that using "do" we don't what kind of "do" where are
until we find the "else" that is too late.
So, we need a different keyword to start the block.
Alternatives:

But, frankly, I cannot tell since I "abstain" from (mostly don't even think to) using 'goto'. So when I actually want to use 'goto' I have to look up the language-specific rules anyway. (Just recently, using an "old language", I ran into a funny error where there was a conflict with the location of jump labels and the location of declarations; I needed a kludge to get it compiled.)
