I presume that's because much of the C++ library consists of templates.

The C++ standard library c most of the C standard library.  I
don't think that the implementation of printf, for example, is shipped
as a header file.  Similarly, for C++ I'd expect there to be a layer of
non-template code that also wouldn't be included in headers.
