The answer to your question is because the original is ancient crusty 
Windows code.  Such code still exists (and not only on Windows), so get 
used to it.  If C had been invented in 1999, most interfaces would 
probably look like your example above.  The 80 was a different world!

Part of my dislike for Windows stems from having to port ancient crusty 
Windows code to modern C or C++.  That task is little different from 
working out how to call it from another language:  modern C and 80's 
Windows C are different languages!
