My guess: It is really hard to ensure correct flags injection across a
distribution without it.  For Fedora (and downstream), we went a
different route:

  <https://fedoraproject.org/wiki/Toolchain/Watermark>

The tooling for tracking was not exactly straightforward to build, and
it can only reveal issues.  Fixing them still requires manual,
package-specific work.
