Yes.  The C standard doesn't define anything called "modules".
A translation unit consists of a source file and all the headers
and source files it #includes.

There's nothing necessarily wrong with referring to "modules" as a
way to talk about program organization, but it's helpful to define
what you mean by the term.

Functions can be declared and/or defined.  A definition provides a
declaration.  A prototype is a declaration that specifies the types
of any parameters; the alternative is an old-style declaration.
Old-style function declarations and definitions are no longer
supported in C23.
