The decider itself could be written in a non-Turing complete notation but, to be "interesting" (i.e. impossible), it must be a halt decider /for/ a Turing complete notation. 3. There is a theorem -- a simple and very well-studied theorem -- that says you are wrong. 4. What credibility are you talking about? I think you blew much of that when you claimed, in a court of law, to be God. (BTW, I am generally sceptical of media reports, so if you deny you ever did, I will take your word of it.) 5.
