  With VB4 (32-bit?) you can produce Windows
software but I assume you need to ship the runtime
on most target systems.
  You can't write Metro apps with VB 4/5/6. 32-bit
software will run on all Windows systems, but with
some limitations on 64-bit systems. (It's awkward,
at best, to write Shell extensions, for instance.)

  You might want to look into .Net. I know you
can use it for Metro apps, though I don't know
if it's the best tool for that. You'll probably want
to check the MS forums to see what people are
using. One of these should have Metro groups:
