Of course not.

Gnuplot is largely developed on linux. All version up to and including
the latest and greatest development source (version 5.3) work just fine
on any linux variant.

Probably what your admin meant is that the Centos 7 distribution comes
from the box with that version of gnuplot (but still it seems pretty old).
