It does if he isnt prepared to have a decent
data plan for when wifi isnt available.

When the shit has hit the fan, the last thing you need is
to find that you can't make a call because the device has
no cellular call capability and there is no wifi available
and you don't have any data service usable for the call.

In spades with incoming calls/SMSs that tell you
that your flight has been delayed or cancelled etc.

Because unless the device is cellular capable, you can easily
be up shit creek without a paddle when the shit hits the fan.

Trivial to organise a SIM that ensures that that
can't happen with a device that is cellular capable.

IMO there isnt a lot of point in farting around with a laptop
as well as a high end smartphone or phablet anymore.
