Either of those is a possibility, and it could 
be the router etc with the problem too. 

There is no real alternative but to test the possibilitys 
systematically and see where the problem is.

One approach is to image the laptop, install 
Win7 and see if that fixes the problem, if it
doesn't just restore the image again.
