Users typically don't mix RedHat and Debian, so the different package
naming doesn't really matter (until you get guys like Paul who point out
the difference).

"hunspell" is a rather old dictionary/spellcheck application. I don't
recall "when" it was actually developed; but I want to say in the late
'90s / early '00s (and as with many things, was probably originally a
college project that took off...)

"They" (LibreOffice, and others) merely compiled in support for said
existing dictionary software.
