Very often, I 'send' my message. TB is seen to be 'Assembling the message', but then nothing happens, or there is a message saying the 'Message could not be sent'. Fortunately this is not a consistent behaviour. After a second or third attempt, it is eventually 'sent'. Alas, sometimes the subsequent 'send' works and it appears alongside the original - which may have arrived with some delay.
