Turing complete programs (to oversimplify) are capable of doing anything
that a standard computer can do. In this context, it means that the
JavaScript machine in your browser can emulate any computer (given enough
time--it may do so very, very slowly) and do any generic thing that a
computer can do.

After Alan Turing, who did the theoretical work behind the definition.
