MATE is my default and ctrl-shift-+ acts as expected.
Applications->Accessories->GNU Emacs 24 (Terminal) launches with
> /usr/bin/emacs24 -nw %F
It must be launching its own terminal emulator as ctrl-shift-+ has no 
effect.

Yes. I'm from 026 and KSR35 era and prefer terminals. Relatives wonder 
about me ;}

I don't recall ever installing Emacs and thus assumed it was part of 
default install.  Also did not know of gnu.emacs.help .
