Some places allow internet access, but limit it. Not all addresses are permitted. Specifically, they do not allow Microsoft updates. Updates have to be vetted and come from an intranet server, possibly in off hours. Possibly windows 11 is not yet allowed, they have to vet it first, a process that can take years.
