Hm, sure this is exactly the command you tried?
The following works for me in version 5.2pl2 and 5.0pl1:

=========
$dat << EOD
1 1 1 3 3 3 1
0 0 0 1 1 1 2
EOD
set style arrow 1 heads lw 2
set style arrow 2 heads lw 4
splot $dat us 1:2:3:4:5:6:7 with vect arrowstyle var
=========
