Usually the brightness is set different on the monitor to someone's preference on a bright day or in a dark room.  Back in the days of CRT it was impossible to get right.  In fact very few CRTs were even linear across the screen.  Simply displaying a checkerboard made the squares in the middle a different size!  I always insisted on Iiyama Vision Master Pro monitors for anyone doing photography.

How do you manage with traffic lights?  I don't look at a traffic light as I pass it, I just automatically stop if I see red out of the corner of my eye.  But you'd have to check the position of the bulb each time.
