My Dutch isn't brilliant, but it seems to mean what I read in English. In simpler words, the announcement tell us that Radio 4 Long Wave will be off the air after 27th June 2026, so you will need to use FM, DAB, Freeview (Until it gets closed down in 2034) or listen on line. If you are not in the UK,the only way to listen on line is to use a Virtual Private Network with an exit node in the UK.
