I suspect that there's some psychological reason for this, perhaps to
do with our gregarious instincts.  I've noticed that if someone comes
up alongside me in the other lane and is only slightly faster than me
(2-3 mph), he tends to subconsciously lock onto me and settle into my
blind spot.  This lock is strong enough that I can then manipulate him
to some extent.

If we're approaching a third car that's ahead in my lane, I can't
pass this third car because of the one in my blind spot.  But with
careful adjustments in my speed, I can not only fall back from the
car ahead, but draw the one in my blind spot back with me, opening
a gap from the car ahead that's wide enough to pass.  At this point,
if I accelerate abruptly it will break the psychological lock that
the guy in my blind spot has on me, leaving me room to change lanes
in front of him and pass the car ahead.

Alternatively, if I'm content to stay in the slow lane but want the
other car out of my blind spot, I'll take my foot off the gas (or
maybe even touch the brakes briefly), which will throw the other car
ahead of me and out of my blind spot.  Once again, the psychological
lock is broken, and he will resume his previous speed and continue
on ahead.

Perhaps, but they are just more crutches that people will become
dependent on, to the detriment of basic driving skills.
