The command "help -s %" outputs
        %: job_spec [&]
when it should output
        %: % job_spec [&]
because the $SHORT_DOC for "%" in builtins/reserved.def is wrong.

The attached patch fixes this.

BTW, this is not the smallest bug ever reported:
