I think dash is complying with POSIX here. If the behaviour of bash is
to be preserved then the documentation should be updated, in my opinion.
The current wording in
www.gnu.org/software/bash/manual/html_node/Tilde-Expansion.html
isn't coherent with the current behaviour, for this corner case.
