The problem here is that these are home work assignment and to code an
else word assignment would be in contradiction to the academic
curriculum.

Specifically, I want to deploy a quick and simply dic solution:

c = [0 for i in range(24)]
filename = raw_input("Enter file name: ")
f = open(filename,'r')
for l in f:
    h = int(l.strip().split()[X].split(':')[Y])
    c[h] = c[h] + 1
f.close()
for i in range(24):
