There were some Nibble programs from ~1982 that did some stuff like
this: Line Cruncher and Variable cruncher by Alan & Valerie Floeter,
IIRC.  I don't think they really checked semantic correctness, but they
might have been able to spot dangling GOTOs.

The PDFs of the magazines are for sale from the original publisher, but
he has disk images of many of his programs available free on his site:
