On my system (Ubuntu 17.04, gcc 6.3.0, x86_64):
$ cat c.c
static const int a = 100;
static const double b = 200.1;
static const double c = a+b;
static const long long int d = 5000000000;
static const double e = d*c;
static const unsigned long long f = 0xffffffffffffffff;
$ gcc -c c.c
c.c:3:25: error: initializer element is not constant
static const double c = a+b;
^
c.c:5:25: error: initializer element is not constant
static const double e = d*c;
^
$
I get the same error messages if the declarations are at block scope.
