Ah, so you were talking about a mechanism to specify the layout of a
struct in more detail than C supports.
Many compilers do support something like `#pragma pack` -- but note that
it can be unsafe if you're not careful. If it causes a member to be
misaligned, then the compiler can generate whatever code is necessary to
access the member if you refer to it by name, but if you refer to it via
a pointer it can blow up in your face.

(I'll note that Ada permits much more detailed specification of
layouts, though I don't think it lets you specify endianness.)
