Here's an excerpt from the book "Ada: An Advanced Introduction" by
Narain Gehani (any typos are mine, asterisks denote italics):
Interactive input in Ada suffers from a problem similar to one
in Pascal [Feuer & Gehani 1982]. Using the paradigm
while not END_OF_FILE (STANDARD_INPUT) loop
*request data from user;*
*read data;*
...
end loop;
to read input interactively from a terminal is troublesome.
Function END_OF_FILE cannot be evaluated when there is no data
because it cannot determine whether the data has been exhausted
or that the data has not been supplied as yet. Consequently,
evaluation of END_OF_FILE will be delayed until the user
supplied the data -- but the user has no way of knowing that
the program is waiting for the data because the prompt will
not be printed.
This problem can be avoided by using the following paradigm
[Wetherell 1983]:
loop
*request data from user;*
exit when END_OF_FILE(STANDARD_INPUT);
*read data;*
...
end loop;
C's input functions are designed differently, with the intention that
the result of each input function is checked to determine whether it
succeeded or not.
If you prefer Ada-style input, you can certainly implement it in C
-- and then if you want to do interactive input, you need the same
kind of workaround described above (checking end-of-file immediately
before attempting to read input). Your eof() function that you
posted previously has the side effect of potentially waiting for
input; I'm surprised that doesn't bother you. (It also interferes
with any other usage of ungetc().)

I suggest that style of input handling being discussed is a C-ism, not
necessarily a Unix-ism. Admittedly C and Unix evolved together, but C
code like
while ((c = getchar()) != EOF) { /* ... */ }
should work reasonably well on any system, Unix or otherwise.
(FWIW, I have Ada and Pascal compilers on my Linux system, though
I don't use them much.)
