"we" weren't, private companies were -- and they aren't now.

The private companies -- oil companies to which _you_ pay a subsidy
out of your taxes, I might add -- were buying the cheapest oil
they could find.  Go to other sources, the price goes up.  This _would_ be
free-market economics, but there's those subsidies again.
