Had a neighbor with HORRID smoke coming from his chimney attached to an old stove. I asked him repeatedly to fix it. It was gross. He would not. Finally checked into the laws -- he could LITERALLY burn tires in it to keep warm and I could do NOTHING. Utter insanity. I did finally work with him and pull up stuff from the 'net to teach him how to use the stove and he has gotten MUCH better.
