The natural reading of that is Apple took ARM's chip Lego and put it together. David's comment would appear to be about the ARM "chip Lego" not being Apple designed. You will have some definitions and citations for that "full stop" to share with us? Apple has always been a hardware company first, so it is not unreasonable to imagine that they have designed a processor "full stop", but throwing statements out without either giving context or the slightest backup citation is not a way to convince anyone of anything. Apple, as I recall, was one of the original investors in ARM Holdings. It's plausable that Apple's work helped make ARM and ARM is now helping make the M1. Plausible, not definite.
