I suppose it also could be that it affects all running applications, but simply isn't as noticeable in other less demanding applications. The stutter I see in 3D accelerated games is a momentary pause (~1 second) - just enough to negatively affect game play. And I haven't played with it further to determine whether I can notice a problem elsewhere.
