It would be unless you are a long way from the node and pillar.
What does the modem say about the speed on its web page ?

You have no way of knowing that. The crackling could well
have been between the pillar and the exchange and that
is no longer being used. And vdsl2+ uses much higher
frequencys than adsl and couldn't care less about crackling.

What matters is the length of the copper run from your
house to the pillar and then to the node. That would need
to be a decent part of a km to produce speeds like that.

Bet the real reason is you are on a 25/5 plan with telstra.
You can have a 100/40 service for a lower price and
should get a lot better than those speeds you are getting.
